On Arch Linux I'm using Evolution 3.10.1. I didn't use HTML with this version, but it's editor still looks much more rudimentary, than Mozillas looked 10 years ago. The new LTS unlikely will provide Evolution with HTML support on a level it's wanted by you. I'm just a user, using plain text for serious mails only. A developer or more HTML experienced user might be able to give you better information.
