Evolution is a Gnome application so you need to be playing with Gnome and GTK themes. What's more, you need to make sure you have enough of the backend Gnome infrastructure running such that Evolution can pick up the required information. (In the past I would have said make sure that gconfd is running, but I don't think Evolution uses much gconf these days - perhaps it's dconf-service you don't have running.)
