        Hi,
I do not want to say it's safe to delete anything, those are 
application files after all, but the .cmeta/.index/.ibex files are 
files which will be regenerated the next start, if needed. Even the 
folders.db file can be deleted, but then you may lost some 
information, like message labels and custom flags. I would be very 
careful with ~/.local/share/evolution, these files have no copy, like 
those in ~/.cache/evolution, which is just a local cache of 
server-side data.
