there is something similar reported for GNOME 3.14 (which ships
evolution 3.12.6+) here:

I didn't reproduce it the last week I tried, with these core libraries
installed:
$ rpm -q gtk3 cairo pango glib2
gtk3-3.13.8-1.fc21.x86_64
cairo-1.13.1-0.4.git337ab1f.fc21.x86_64
pango-1.36.7-1.fc21.x86_64
glib2-2.41.4-3.fc21.x86_64
but when I tried today again, I see what you say. First of all, the
cursor doesn't blink, while the setting says it should. If I write a
multi-page text (enough lines to show a vertical scrollbar in the
message composer), then moving the cursor upwards doesn't show it
until the scroll moves and causes repaint of the composer's body.
Weird is that gtkhtml-editor-test doesn't suffer of this issue, it's
only evolution's composer affected.
