        Hi,
your version uses GSettings, and the editor for it is called
dconf-editor. Go to /org/gnome/evolution/mail and check the
'flush-outbox' option. Alternatively use a command line:
   $ gsettings get org.gnome.evolution.mail flush-outbox
to see what is stored there (might be 'true' or 'false') and command
   $ gsettings set org.gnome.evolution.mail flush-outbox true
to "check" the option.
