okay, a quick search for a timezone related recent changes brought me
to these two bugs:
https://bugzilla.gnome.org/show_bug.cgi?id=722416
https://bugzilla.gnome.org/show_bug.cgi?id=722419
which are part of evolution-ews 3.12.0+. These should fix the timezone
issue for you, though it would be also good to test it, to see whether
it's really fixed for you.
