I'm not convinced the logic is correct yet - the behaviour is still different to the old editor. Previously, quoted text was added "as-is" so no formatting was imposed (i.e. "pre-formatted"), and new text had "normal" formatting. Now, all the text is "normal" even the quoted text - which even at relatively low quoting levels makes things look horrible. As an example take one of the messages in another thread.
