I do not think rebuild request for Debian belongs to GNOME bugzilla.
The GNOME is a desktop environment, independent of the distributions,
while the Debian is one distribution, which provides GNOME for their
users. You should file bug in Debian distribution instead.
https://www.debian.org/ has a section "Support" which links to "Bug
reports", "Mailing Lists", ..., where the Bug reports links also to
https://www.debian.org/Bugs/Reporting
Maybe you used the `reportbug` tool, as they describe it there, it only
picked a wrong bugzilla? See the Reporting page for a detailed
information. Maybe consider writing to the package maintainers, whom
are referenced at the top of
https://bugs.debian.org/cgi-bin/pkgreport.cgi?package=webkitgtk;dist=unstable
I do not know Debian, neither use it, but their bug reporting
documentation seems to be nicely done.
