Hi,
you are right. The UID and the RECURRENCE-ID uniquely identify one
instance in a recurring event. If the time in the RECURRENCE-ID
instance doesn't match one of the generated instances of the recurrence
rule, then that "supposed to be removed" instance is kept in the
series, thus it looks duplicated.
These are good clues, thus feel free to file the bug report in GNOME
bugzilla against evolution-ews.
