I think the "problem" here is that the Edit->Preferences->Mail
Preferences->General tab->[x] Apply the same view settings to all
folders, is selected for the user. With that off, the users can define
views per folder. A good trick, which is not always obvious, is to make
the modifications and then save the view (even overwrite the default
Messages view), then whenever a change is made and saved into the same
view, every folder which has that named view selected will
automatically use it. That's quite powerful feature, from my point of
view.
