it looks like you mean the tool bar. You can find its "definition" in:
/usr/share/evolution/ui/evolution-mail-reader.ui
Search for:
<toolitem action='mail-archive'/>
You can copy the file into:
~/.config/evoution/ui/
and make the changes there, which will survive evolution package
updates, unless the update bumps the .ui file version.
