I copied a folder named ross into
~/.local/share/evolution/mail/local/.ross , deleted folders.db and then
waited for evolution to rebuild folders.db.  (In the process I noticed
that evolution only rebuilds index files as needed, or at least seems
to, and that I had to view each folder briefly to get the index files
rebuild.  The folder .ross has not been indexed.
Here is evidence.  Note the lack of .ross.cmeta :
