I don't believe the limits have gotten lower. It is simply that file- sharing is a better answer in almost all use-cases. One operational problem with attachment sending is the untethered duplication. The target of a link [of any kind] can be updated, resulting in everyone with the link have access to an updated document vs. the person who "has the file" saved *somewhere* and continues to use it. Aside - with evolution you can attach documents to appointments and tasks.
