Yes, many people do work like that - I get a couple of thousand emails a day and I couldn't cope if they weren't filtered first (for me filtering is server side, but it's the same principle). You should be able to set a default account in Edit -> Preferences (I think that works in 3.28), it then uses that account as the default. But if you use IMAP, then it will use the email address of whatever account you are currently looking at as that takes precedence over the default. You could also set a folder send account override on the Inbox to ensure that everything gets sent as your preferred account.
