I think that indicates the maximum number of namespaces, not their
maximum size.
Yes. And a value of 0 would disable the ability of creating user
namespaces and thus of bwrap working in the OP environment.

I would also look at
sysctl kernel.unprivileged_userns_clone
since that can disable the user namespace as well (value 0 = disabled),
and at least in the past it defaulted to being disabled in Debian.
