yes, it's expected, it's the Flatpak way.

No idea, I'm sorry, you should search the Flatpak documentation, as,
well, it's a Flatapk thing. Evolution has no control over this - at
least I'm not aware of any way to influence that from a Flatpak sandbox
application.
