A couple of reasons: - mail stores are basically write only, you can't edit a message without creating a new one and deleting the old one, which causes a few other problems - disk is cheap - mailboxes are more reliable than pst files - disk is cheap etc.
I guess it kinda depends on just how many/how big attachments you get. I just get random shit and pictures, save it, view it, and usually forget about it somewhere in my home dir.
