Is the output of trying to start it from the cli :

[mpeters@12-233-80-32 mpeters]$ evolution
(Cannot access Bonobo/ConfigDatabase, not upgrading configuration.)
        IDL:OAF/GeneralError:1.0

evolution-shell-WARNING **: Cannot access Bonobo/ConfigDatabase on wombat:

I need this fixed - I tried evolution --help and I did not see any options to rebuild 
the configDatabase ...
