Of course that won't work very well as GConf won't pick up the changes:
it assumes you're not manually touching the files.  Use the GConf APIs
(a small python scripting using the GConf bindings would be trivial).

You might want to look at the autonet[1] project. This uses D-BUS to
notify about network events, so your program could be told when the
network has changed and make the required GConf changes.
