libiconv is part of glibc.

if the file content is not valid UTF-8, evolution tries to convert it to
UTF-8 with the assumption that the content is in the charset specified
by Edit->Character Encoding in the composer window.

I feel this is a completely reasonable assumption. don't you? :-)
