The developers perfectly do know, how replying and forwarding works and
how attachments are treated. In fact, this was changed slightly some
months ago, IIRC, to counter inconsistencies and bugzilla filed user
confusion.
If you think, the behavior is buggy, feel free to file it in bugzilla.
The developers will try to reproduce of course.
