evolution has never checked mail on startup. the reason it "works" for
imap is because imap has to get the message list info from the server to
display ... a message-list, and so in the process "checks" for new mail
(a send&receive process does *not* start).

this isn't a bug, it's a feature request and is already in bugzilla.
