Yes, but the functionality is quite limited. There are only four buttons available, three of which control the indentation of the text. Since this is in the menu, it would be nice to have that toolbar gone which only makes the window larger (which is not so good at small resolutions such as mine). Alternatively (and probably a more realistic solution), why not put those "always available" buttons in the main toolbar and have the "only HTML mail" buttons open up in a new toolbar when HTML mail is enabled? There are already four buttons in the main toolbar that are disabled for the same reason: insert image, link, rule, and table. It would make much more sense to have one bar of main buttons and one bar (that would be off when HTML is) of HTML buttons than to have two bars of each.
