I suspect the developers don't think it's an important feature. The sending of an acknowledgment is under the control of the receiver, and lots of people have it permanently turned off (I always turn it off in any mail client I use so as not to signal my presence to spammers). Even when it's not turned off it doesn't mean the other guy read the message, just that his MUA showed it to him. However in some circumstances (such as mail within a closed group such as a company) it could be useful by agreed convention, so I guess it should be supported for completeness.
