No, handling mailto: URLs is a 1.0 feature. The post-1.0 feature is
being able to run the composer without having the rest of evolution
running. (Meaning what you're getting for 1.0 is, if you click a mailto
URL, and evolution isn't running, the whole thing will start up, and
give you a composer window.)
