There are a handful of planned fixes, including being able to override
the encoding specified by the message when it's incorrect, and to be
able to explicitly choose the encoding on outgoing messages. Don't
worry, lots of other people are bugging us about these problems too. :-)

Go to the "HTML Editor" capplet in the control center, and you can
customize them to your heart's content.
