Your message is encoded in ISO-8859-1:

Content-Type: text/plain; charset=ISO-8859-1

If I go to View->Character Encoding and force it to be ISO-8859-15, it
shows up correctly (obviously)... Make sure you have the right encoding
on in the composer. (Edit->Character Encoding)
