Just right-clicking on the folder 'evolution' in the folder tree, and
selecting 'creating new folder' and going through the motions should
work.

However.  Some imap implementations, most notably those using mbox
backends, will NOT let you have subfolders of folders containing
messages.  In this case you will have to live with "evolution" not being
able to contain messages, or get another server.  All implementations
should support leaf nodes that store messages though.

If you can't create the folders using evolution, it probably cannot be
done (although sometimes its 'smarts' aren't that smart, or at least
didn't used to be).
