The environment is is specified by the linux box in both cases, heh is just using windows as an X terminal. What probably is happening is that the linux box is setting a different locale based on how you are logging in. If you are logging in through gdm/xdm/kdm when sitting at the console and it is probably setting the locale for you, and if you are ssh'ing and setting DISPLAY by hand when on the windows box, the locale is probably not being set to the same value. Without knowing the exact setup it is difficult to know where exactly the difference is coming from.
