I think the point he was trying to make was for the dialog to match a
file of any case with the given input.  It doesn't really matter how the
filesystem stores it if the dialog checks all the possibilities for
matches.  To answer that question I don't think we have any plan to do
that.  We will use whatever gnome/gtk uses, being consistent makes sense
here.  I'd suggest filing a feature request for the gnome file selection
dialog.
