A quick test verifies that the Outlook 2000 Rules Wizard (at least) shares this 
behaviour.  I suspect the difference is that, once Outlook moves a message, it is no 
longer available for processing by subsequent rules, which achieves the same end 
result.  Regardless, Outlook's rule processing engine does exactly what Evolution's 
does.  EVERY matching rule fires, not just the first one.
