The bug I had (number 1 in this mail) which was that certain languages
were not available even though they were installed, has been resolved.

I had some stale gconf lock files : ~/.gconfd/lock/ior and
~/.gconf/%gconf-xml-backend.lock/ior.

I simply removed them then re-logged and the languages are now available.

This gconf bug has to do with NFS and/or system crashes.  If you ever get weird 
configuration issues like this you can safely delete the lock files after closing
all your applications, then re-login.
