Really? You can't just do everything in ~/scm? Ok then:

I think the problem is that gitweb looks for git trees in ~/scm. If you
put them a directory below as in your case, it doesn't find them. I've
actually put 2 git trees in my ~/scm, and gitweb found them right away.

Actually, to see the git trees on the WEB the following link should be
created for the new users on the OFA server:
cd /pub/scm
sudo ln -s /home/username/scm \~username

Please check that you can see your git trees on the WEB.
