*Description:*
Oversees the design, development, implementation, maintenance, and resource
management of COTS content management software systems and related system
interfaces, currently used by the CLIENTS website. Ensures that all issues
are resolved to meet user expectations. Meets with users to ensure that the
team’s goals and objectives are aligned with the business needs. Responsible
for managing the day to day and project-related activities of the team to
ensure that effective and efficient Agile Software Development services are
provided throughout CLIENTS. Provides overall technical guidance and best
practices to team as well as participates in hands-on development
activities.

Accountable for the delivery of product features and capabilities of
CLIENTS. This position requires the ability to understand and provide input
to the vision for the technical architecture of CLIENTS and to successfully
execute against that vision.

Serves as the primary point person for content management development within
DSO and leads a team to execute on the direction. This position has input on
strategic direction and influence across the whole group.

This position will need to be strategic, as well as tactical. Has contact
with senior management inside and outside the organization, especially with
ITS. Must be able to clearly articulate the vision at every level of the
organization and thoroughly understand what needs to take place to execute
on this vision. Must lead, manage, negotiate, and communicate, as needed to
deliver results.
1. Leads the development, configuration, implementation, and maintenance of
software development for CLIENTS. Works directly with customers and the WSO
team in analyzing their needs and assists in developing an effective plan to
meet those needs.
2. Develops, manages, executes, communicates, and administers detailed
project work plans and schedules for the development of new/revised custom
software. Works with unit staff to develop timely, logical programming code
that optimizes the programming resources of the unit’s technical staff.
3. Oversees the unit testing and tuning of custom software to ensure that it
operates at maximum efficiency. Ensures CQ5 and Web development best
practices and software optimization principles are used during development
process to operate at maximum efficiency. Identifies and resolves system
performance issues.
4. Plans and manages the development of, enhancements to, and/or the
maintenance of COTS and custom applications according to published
standards. Leads and participates in the creation of development standards.
Oversees the maintenance of existing custom application systems and their
enhancement to improve operating efficiency. Communicates effectively to
assigned staff the project milestones, schedules, and priorities. Monitors
and reports on the team’s progress.
5. Manages the activities of staff performing analysis, design,
construction, testing, implementation, and support of application software.
Serves as coach and mentor to staff and works with staff to construct
developmental plans to keep their skills current. 6. Responsible for the
team’s morale and sets goals and objectives for team members that are
aligned with intranet needs. In addition to project deployment,
responsibilities include career development, performance management, pay
determination, and communications. 7. Shares responsibility for 24x7
availability of CLIENTS, serving as an escalation point for CMS related
issues. Manages 2nd tier on call rotation to enable this function. Provides
proper knowledge transfer to 1st tier Production Support team. 8.
Participates in management team meetings and assists in setting goals and
budget-supported objectives. Provides input into the development of
objectives, policies, and strategic plans for assigned area. 9. Demonstrates
WORLD CLASS cultural attributes and behaviors in all interactions.
Completion of a Bachelor’s degree in Computer Science, Information Systems,
Engineering, or a related discipline and 5-7 years of experience; or an
equivalent combination of training and experience related to the duties of
the position. Requires extensive hands-on experience with Day Content
Management System (Communique v4-5) (both in development and maintenance &
support (2nd 3/rd level capacity), and Java, HTML, CSS, Javascript and other
development technologies used within CQ. Requires extensive experience with
both Agile/SCRUM and SDLC/Waterfall development methodologies. Requires
extensive knowledge and experience with Internet applications and protocols.
Recommended experience with Perl and/or Python languages for both Internet
applications and system administration tasks; experience with Java, JSP,
JBoss, Linux OS and file management; knowledge of or experience with SQL and
relational databases (preferably MySQL); understanding of TCP/IP networking
principles; knowledge of HTML coding using contemporary web software
programs. Excellent judgment and problem-solving abilities. Solid
understanding of emerging technologies and enterprise systems (content
management systems, personalization software, etc.). Excellent communication
skills. Proven ability to manage a m*** Max Length Reached ***minimum of 5
projects concurrently. Resource planning -- ability to focus resources on
meeting commitments to customers. Ability to develop the skills of staff
using clearly defined career development paths; proven ability to manage
conflict and stressful situations; and proven team building skills. Strong
analytical skills, with the ability to synthesize information into
actionable insights. Ability to navigate politically sensitive situations
across the organization. Ability to support team, while being an advocate

management/training experience and skill at matching CLIENTS needs with
department resources. Strong leadership skills, with excellent judgment and
problem-solving abilities. Solid understanding of emerging technology*** Max

personalization software, etc.). Excellent operations mindset-experience
building and/or expanding new departmental capabilities/functions. Ability
to motivate employees to consistently excel in performance. Willingness to
travel.
