*Title: SAS Programmer Analyst*

Location : Richmond, VA
Duration: 1+ yr contract

NOTE: LOCALS are highly preferred

***Significant travel within the state is required, approx 25-50%

The position reports to Project Manager of the Facility Application
Inventory Reduction (FAIR) Program team. Responsibilities include assessing
the capabilities of different applications at 14 different hospitals and
training centers and performing gap analysis with the electronic health
record system (EHRS) implementation.
Travel is required. Commonwealth of Virginia Travel reimbursement forms
will be completed for travel reimbursement and all COV travel regulations
must be followed.

*Duties and Responsibilities:*

The Program Analyst:
- Conduct analysis of hospital applications to determine the intersection
among those applications and the EHRS implementation
- Perform Stakeholder assessments to determine the business owners involved
with upcoming application development efforts
- Serve as a contact for Facility IT staff regarding the activities and
details of the FAIR Program
- Conduct a skills assessment of Facility IT resources
- Provide further detail regarding the functionality needs of the
applications to be developed and work with Facility staff to elicit
requirements
- Document requirements and priorities for the applications to be developed
- Understand the overlap between functionality within the electronic health
record system and pre-existing hospital applications.
- Collaborate with a variety of stakeholders, Business Users and IT
resources, to generate solutions and approaches with the goals of
increasing efficiencies and reducing costs.
- Drive Business Users to minimize the enterprise set of required
applications.
- Develop a set of criteria to determine the priority

*Required:*
The Program Analyst
1. The ability to elicit information from stakeholders and document
processes, decisions, system requirements, and user stories.
2. Knowledge of the limitations and capabilities of computer systems and of
the techniques used in the design of non-automated systems, of information
technology equipment, of applicable programming languages, of computer
hardware and software, of computer operating systems, of writing program
code, and of automated mapping.
3. Ability to analyze systems and procedures, to write and revise standards
and procedures, to communicate effectively, and to train others.
4. Excellent documentation and communication skills.
5. Ability to navigate a set of stakeholders with competing priorities and
demands.
6. Identify interface and system integration requirements between disparate
applications.
7. Recommend changes and improvements to the current application
architecture.

*Desired:*
The FAIR Program Analyst
1. Experience within the DBHDS
2. Graduation from an accredited four-year college or university with major
course work in computer science, computer information systems, or
management information systems is generally preferred.
