Title: Enterprise Data Architect
Location: Baltimore, MD
Duration: 1 year

Client is seeking to fill an enterprise data architect position to assist
with planning the evolution of our client’s major data systems. This person
will develop and communicate a technical vision while working with their
senior IT staff. This Strategic and Analytic Consulting position includes
SDLC strategic support, high level physical data architectures, and high
level technical requirements, facilitating the transition from concept to
design, data governance, and process improvement and support.
  *Responsibilities/Requirements of this position included:*
  · The individual shall develop high-level technical system designs for
major managed data systems. Major data flows shall be identified and
explained along with major system components in the high level physical
data architecture. The High Level Physical Data Architectures may include
software, database, network, and other types of system components and shall
be identified, illustrated, and explained.
  · The individual shall develop an overview diagram which shall bring all
of the major data flows and components together along with a narrative that
explains component functionality, data exchange approaches, and other
descriptive text needed to convey these high level architectures and
designs.
  · The individual shall develop ‘transition’ architectures that depict
phasing of new system capabilities and interfaces as well as the phasing
out of retired systems.
  · The individual shall develop data architectural options for a given
project or program. Each alternative shall be examined from a variety of
managerial and data architectural perspectives such as cost, time to
implement, risk, schedule, milestones, simplicity, operational costs, etc.
  · The individual shall support new initiatives and provide general
strategic and tactical support.
  The individual shall provide expert consultation for the planning and
implementation of an Enterprise wide Data Governance program in
collaboration with other contractors
  *The following skills/attributes are necessary:*
  · 10+ years’ experience in database related work
  · Ability to work with technical and management stakeholders to discuss
their needs and ask the right questions to surface essential requirements
information
  · Ability to listen and distinguish stated user requests from the
underlying true needs.
  · Ability to think analytically and to critically evaluate the
information gathered from multiple sources, reconcile conflicts, and
decompose high-level information into details, abstract up from low-level
information to a more general understanding
  · Ability to communicate information effectively to customers, managers,
and technical staff
  · Ability to work in high-velocity environments while maintaining
attention to detail, work and workmanship quality and professionalism.
  · Punctuality and consistent ability to meet project deadlines.
  · Interpersonal skills, to help negotiate priorities and to resolve
conflicts among project stakeholders (such as customers, project
management, and engineering)
  · Ability to work alone in areas of core competencies with minimal
guidance
  · Modeling skills, to represent requirements information in graphical
forms that augment textual representations in natural language
  · Knowledge of CMS IT Infrastructure
  · Knowledge of Master Data Management principles and their application
    *The following skills/attributes are very desirable (but not required):*
  · Knowledge of Heath Insurance Marketplace
  · Familiar with CMMI practices
  · Experience using IBM’s Initiate product
