Title: SAS Consultant Loc: Cary, NC Duration: 6+ months NOTE: Healthcare background would be advantage. Description: Client is seeking a short term Business and Technology Programmer/Analysts to perform work related to the development of data extracts and create reports for the Transformed Medicaid Statisical Information System as per the Federal mandate. This position is responsible for the design and development of the reporting datasets in SAS and other formats which includes creating and validating input files and formats as per the data mapping artifacts, architecting output datasets and validating data based on the requirements; quality assurance of data and interaction with division/federal staff, vendors and stakeholders to resolve data quality issues and manage all data extracts based on the policies and standards. This position involves the ability to research and analyze complex healthcare data from variety of sources in order to evaluate, define, design, develop, test and implement technical solutions to produce accurate data extracts/reports in the required file layout based on the Federal requirements. This position is also responsible for analyzing and data mapping utilizing data and information from data warehouse, Medicaid claims processing system (MMIS - Claims, Eligibility, provider etc) and other division data sources using various SAS Business Intelligence tools. This position will need to work with Division staff and other stakeholders to understand the requirements and providing technical support/guidance. Knowledge and ability for utlilizing secured file transfer protocols/process compliant with the defined Federal standards. Excellent technical, SQL and data analysis skills are required. Candidate will also interact with various stakeholders and team members to discuss alternative solutions by actively contributing suggestions and sharing information and should be team player. Ad hoc participation in various work groups/discussions will be required. Required: -Should have the ability to extract, manipulate and categorize complex healthcare data (Eligibility, Provider and Claims) and produce accurate output. -Should have the capability to translate business requirements into technical solutions. -Strong analytical skills including data mapping & analysis, modeling and data mining -Proven ability to retrieve information from a variety of sources using a variety of approaches and tools. -Demonstrated proficiency working with databases - Oracle (11) , DB2 -Extensive SAS programming knowledge, SQL, Pl/Sql and other SAS tools (Base SAS 9.2, SAS BI Suite, Enterprise guide and Enterprise Miner). -Strong understanding of healthcare claims processing - Claims, Provider, Eligibility. -Understanding of data modeling techniques and experience working with relational data base concepts and data -Hands-on experience in different file transfer methodologies and different file types and layouts -Ability to provide documentation and reports used to evaluate impacts on policies and operations -Working knowledge of Medicaid and/or MMIS -Four (4) references will be required prior to consideration of hire -Ability to work independently with minimum supervision. -Excellent verbal and written communication skills with the ability to present to both technical and business audiences. Educational Requirements: Bachelor¡¦s in Computer Science and ten years of programming experience or equivalent work experience with 7 years of experience in health insurance data reporting groups, 7 years of SAS experience utilizing SAS or SQL/ Base SAS, macro, Proc SQL, Databases (Oracle 11g, DB2), Pl/Sql and general knowledge of SAS statistical functions.
