Location: Columbia, SC Duration: 9+ months Rate: Open C2C/1099 The contractors will work closely with the Manager of Health Applications to identify and prioritize workload and scheduling. They will also work closely in a technical capacity with technical and program area staff in various program areas to complete this project. Prior Electronic Medical Record (EMR), Electronic Health Record (EHR) and Health Level 7 (HL7) development experience will be weighted heavily. The PH module will become the electronic medical record (EMR) for clients and as such will be built with full audit control functionality to ensure authenticity, integrity, and confidentiality. The contractor will be responsible for coding, documenting and testing of the various components of the PH module outlines in the tasks below. All code will be written in ASP.NET. All code will be properly documented using XML documentation standards. All data will be housed in DB2 enterprise database. This integration will make the Immunization module a part of the client's electronic medical record. The functional requirements, business rules, screen layouts and database design have been completed.. The scope of work consists of the following tasks: Task I: Code the medication administration, dispensing and inventory functions. Task II: Develop client encounter, referral and follow-up reports. Task III: Develop Federal Title X Family Planning Reports from system data. Task IV: Complete the development of the linkage between the PH module and the agency's document imaging system. Task V: Develop the functionality to import non-South Carolina ELR's into the agency document imaging system for access from the PM module. Task VI: Complete development of the client encounter check-out process within the PH module. Responsiblities . Client will require that the selected candidate successfully complete online HIPAA training. . A weekly review between the contractors and Client to ensure the expectations of this agreement are met. . The data will reside in DB2 and/or Sql Server where all appropriate indexes will be built. . Full documentation of the entire application and source code will be provided to Client along with an appropriate amount of time to train our staff to maintain and troubleshoot this application . All source code (compiled and un-compiled) will become the sole property of the Client. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by Client will remain the sole property of Client and is not to be incorporated into the core product of any vendor's application. Any modifications and interfaces developed under said contract will be not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of Client. . Application should be browser neutral and work on at least Google Chrome, Internet Explorer 8.0 and higher, current version of Firefox/Mozilla, and be compatible with workstations running Windows 2000, XP, VISTA, or Windows 7 without having the .NET framework installed. . Client has the final say on all programming language choices.
