The selected candidate will provide technical leadership for the project
team and will function with overall responsibility to coordinate activities
related to the technical architecture, design and enablement. This position
will interact at all levels and across multiple organizations, including
agency business, IT executives, IT operations, and a multi-state consortium.


 

Responsibilities include:

.        Overseeing all technical aspects of the project 

.        Participating in the General Design process for all non-functional
aspects of the system

.        Ensuring that the General Design will meet all of the UI
non-functional requirements

.        Reviewing (or coordinating the technical review of) all
non-functional deliverables from the General Design such as the following:

-          "As Is" and "To Be" System Architecture Document

-          Configuration Management Plan

-          Software Architecture Description

-          System Architecture Description

-          Architecture Management Plan

-          Non-Functional Requirements

.        Reviewing the technical review of the Capacity Testing Plans and
Capacity Testing for their State.

.        Coordinating with the Legacy teams for the State responsible for
the legacy side of all interfaces and conversions, all required changes to
the legacy systems, and all required decommissioning of legacy systems as
well as coordinating the parallel execution of legacy systems pending the
success of the new system. This includes both the legacy systems directly
controlled by DES as well as other legacy systems controlled by other State
agencies or third parties

.        Working in conjunction with the vendor Technical Lead and
Performance Testing Team (coordinating the legacy and new UI side of
interfaces)

.        Participating in the acceptance of deliverables as specified in the
contract and/or as required by management direction

.        Provide technical leadership for the project team (vendor & state
resources)

.        Overall responsibility to coordinate activities related to the
technical architecture, design and enablement

Knowledge, Skills, and Abilities Requirements:

.        Bachelors degree in information technology, computer science, or
engineering with a minimum of 10 years of demonstrated technical lead
experience, including people management. 

.        Significant enterprise architecture experience using integrated,
enterprise class software such as PeopleSoft, SAP, Oracle E-Business Suite,
or JD Edwards, including areas:

- Enterprise Service Bus

- Web Services Integration Technology

- Logical Data Modeling Tools

- Data Warehouse Extensions.

.        Experience in interfacing/managing data, conversion and legacy
teams.

.        Government experience preferred.

.        Strong multi-level Communication skills to include soliciting,
influencing, negotiating and locking-in stakeholder commitment.

.        Excellent written, verbal communication and listening skills;
including demonstrated ability to coordinate across multiple entities, which
in this case will be agencies, vendors, other project teams, banks and the
federal government.

.        Ability to work in a team-oriented, collaborative environment.

.        Proven organizational skills with the ability to
prioritize/re-prioritize and resolve complex problems quickly in a high
pressure and time sensitive environment.

.        Ability to lead and influence cross-organizationally with and
without direct authority.

.        Proven Ability to:

-          Understand and ensure data integrity rules and controls within a
system and across interfaces.

-          Understand impact of interface and systems design decisions on
technology, information flow, and/or business processes
