*Business Need/Justification:*
Currently, there are no DES IT Oracle OPA development staff to develop and
maintain SCUBI dynamic fact finding and auto-adjudication programs that
will be required when SCUBI goes live.   In order to avoid falling behind
with the SCUBI Project schedule dictated by the Consortium, the State of
North Carolina’s Division of Employment Security (DES) seeks to procure TWO
(2) contractors to fill a Oracle OPA developer roles to support associated
SCUBI applications and databases.
