Assuming every time the code will start with 1 and this may appear anywhere
in the text, you can use below formulae in next two columns after your data,
respectively.

    =MID(A2,SEARCH(1,A2),2) =IF(C2="1a","Tampa, Fla.",IF(C2="1b","St.
Petersburg, Fla.","Dunedin, Fla."))
