Hello dage, Visual Basic in an Integrated Development Environment, which is used for developing independent applications. Visual Basic for Application is used only across microsoft Office, to make the work simple and automate.
VBA and VB are similar, and there are only minor differences as you mentioned. You need not be an expert in Visual basic to use VBA, but having VB knowledge makes it easy to write VBA code. If you want to become an expert in VBA, it is better to consider learning VB. Or if you only want to be well versed with VBA, you can go directly with VBA. Generally people wont directly start working with VBA. They try to create macros using macro recorder and subsequently delve into code, make changes to the generated macro accordingly to the requirement. To become well versed with VBA, try to create macros for different automatic processes and then you can fiddle with generated code.
