If the question really is "is it in sheet 1"? then this is a job for SUMPRODUCT!

I have two sheets as follows

Sheet one

Vilage    dist      state
xxxx         yyyy       zzzz
xxxx         pppp    rrrr


Sheet 2

Village    dist      is it in sheet one
xxxx          qqqq       =  Vlookup(xxxx) in sheet one first col,1,false


Obviously the village in sheet 2 is not the same as loked up in sheet 1  as th 
dist name differs

is there a formulae to look up for more than one criteria here match 
bothvillage name and al;so dist and /or state
