If the workbook has shared structure , it will be available for Writing for all Users, You can share your workbook By Tools->Share Workbook(2003) , Review->ShareWorkbook (2007)

If it's a shared file, it could be that someone else has it open. In this case, anyone else can only open a read only version until the first person closes theirs.
