On the other hand, it could be yes.

If you set up a process where the workbook checked the content of a
particular cell at regular intervals, (I don't think the change event
would fire for a change made by another user) then any user could put
a message in that cell and the procedure could show it as a Msgbox.
It would not happen until a refresh occurred, either automatically, on
demand, or by opening or closing the file.

Haven't tried it, No time just now, but it would be interesting to
hear if it does work.

Now you know why I very rarely say something can't be done.  I may not
know how to do it but someone else may.  That's the beauty of a group
like this.
