What happens if you go Alt-F11 to open the VBE? Are macros enabled? Have a look at file/options/security (or could be .../advanced/security and look at macro security. Might alsoneed to look in Trust Centre Settings.
All based on Office 2010 - but it is similar. My guess is that along with trying to force you to use the cloud, they then think that the cloud is an unsafe place so disable macros by default.
