In essence, internet explorer does not understand excel files. You could save the file as a web page and load that. It would not have the functionality of excel though.
There are some proprietary products which allow you to run excel spreadsheets through a browser. They cost though! Min $500, I think. Or you could upload the file to Google Apps or Office 365 and then open that in a browser.
