You can simply use a formula like:
=IF(A2<>"",SUBSTITUTE(TEXT(A2,"0-000-000-000"),"919-","9-"),"")
and copy down/across.
 
Why do you want a macro?
Do you know how to write macros? 
If not, then you're asking one of us to write it for you,
you'll have to provide much more information.
 
How many rows of data?
How many columns?
What do you want to do with the resulting text string?
What do you want to do with the original data?
How do you expect to maintain it?
