check this, if you change value in cell A1, your formual in B1 will get change 
automatically. Cell B3 to B5 is just for explanation, which you can delete.

Problem 1:

Highlighted cells are total Cost and formula should be incremented every month.



For example,



In this file the formula is D165+E165+F165+G165+H165





For next month it should be
D165+E165+F165+G165+H165+I165





and +J165 and so on for next months.



Problem 2:

Row no 165 used in this formula can be increased or decreased. For example, It 
can be increased to 170





Condition 3:

If Month is February, formula must start from D165 to O165.
