I'd ask if this handful of users that have problems with replies corresponds to the 
same handful of users who are using a particular pop up blocker or anti-spyware tool 
(or virus scanner or firewall with these features built in).

Dear all,
We have a handful of users (out of thousands) who when they hit the  reply
button within OWA, nothing happens. They have to compose a new message
instead.  Any ideas?  It seems to be XP users as far as we know, cannot
correlate between any particular flavour of IE.
We're exchange 5.5 sp4,
